The first are telephone and the second with plastic covers like builders use are electric.
Im not sure what system china uses but it must be enough to kill, take off your watch for sure.

In Lebanon the residents hook up their own cables and India they siphon power from main lines like this but this looks officially two opposing units so I presume its china.
Its not unknown elsewhere, in USA I think it was they dug up a main gas line with many killed
