Happens in France all the time... last time I was on a longer trip, I even saw a bunch of car who had done this had blocked 3x fire trucks, a handful of ambulances and some cop cars... ********!

Le Chateliers's principle also says that lower pressure air decreases temperature... When the temperature and dew point are close together (on a day like this) the pressure lowers above the wing to create lift, but also lowers the temperature to the dew point, creating a temporary "cloud" of a sort.

from comments, lower pressure is lower temp, should have remembered that
