Crikey, that's bad. It doesn't even sound like normal speech slowed down. Some parts of the speech don't sound right, with incorrect emphasis or incorrect flow between syllables. I think that either the narrator is speaking a language foreign to them and doing an adequate but not great job or the narration is artifically generated and the settings are a bit wrong.
