This is interesting, there is no UPlay integration in this game whatsoever apparently! So the Steam version won't require you to go via Ubisoft's portal at all. Still not sure if the boxed version has a Steam code though.

It gives you a Steam gift, so you get sent a link, login to Steam in a browser, then click the link and accept the gift.

Just did it and works fine.

Edit: if you meant in general (not South Park), then yes Kinguin (well actually the seller) does often give you a code
