Microsoft suck, Sony would never make such statements and retract them afterwards.
Has anyone other than this one website actually been told this?
As someone said earlier it sounds like something that was either made up, a mistake, or not from an official MS source (an uncredited/unofficial "MS source" could be anyone from the guy employed at the call center to assist in returns, up).
On another note I've just recieved a Halo 3 specific e-mail to say that the retailer I placed my order at is now going to charge my card because they are ready to ship it out!
To make sure that we get this title to everyone who ordered it for release day we have had to start our picking and packing process a little earlier than we would for our normal pre-orders. As a result, we may look to authorise your credit/debit card from today – we still won't take the funds from your account until we despatch your order next week.

Microsoft has backtracked on its original threat to ban the LIVE accounts of gamers who have purchased Halo 3 early following high street retailer ***** admin error.
Earlier today, a Microsoft rep told Pro-G that gamers who played Halo 3 early would have their LIVE accounts banned. The rep also confirmed that Microsoft was able to ban accounts based on information collected by the console which showed when the game was played.
However, Pro-G has since been contacted by another MS rep, who said the ban only applies to Microsoft employees.
What this means for those of you lucky enough to have taken advantage of the ***** error is that you can start playing the game, if you already weren't, free from retribution.
