Can be tactical if you get the right server, and very good. Mostly small maps but can be picked up cheap enough.

As said, America's Army and Red Orchestra. Nothing even comes close to them really.

America's Army is being upgraded to the UE3 engine soon and Tripwire are working on something using the UE3 engine as well!

Insurgency mod for HL2 don't get annoying kiddies really as they all got bored after they tried it as it doesn't have crosshairs and has recoil and positioning and thought are actually required rather than running about 1337 head shotting everyone.

Cs source is the best but it's plagued by little kids & old kids with their 1337 speak & cheats, mostly people wallhacking but not making it too obvious and getting away with it.Comes in to it's own if you play on private servers.

Team Fortress 2

Bf2142 is miles better than bf2 highly recommend it especially those gibralter only servers.
The fps is a dead duck to me anyway i prefer pro evolution soccer & supreme commander for my online thrills.
