Sounds a fantastic idea, 21 would be a much more suitable age, it would also reduce the HUGE amount of people mid 20's going to liver transplants cuz they got ratted younger and damaged themselves.

Its the same kind of stupid idea like lowering the drink driving limit. Most people are capable of having a pint, and are still able to drive home. Lowering the limit wont make any difference to somone who gets completely tanked up, then gets behind the wheel.
