Imagine having a birthday every four years, but you get 4x as much each time. Well, if I had a kid on the 29th I'd be a scrooge and not celebrate until their 4th, 8th, 12th, 16th. Although they would get 4x what they would have got should they celebrate yearly. Hopwever, if doing that, there would have to be some incentive, so maybe 8x as much. Meh. This is not going to work.

It would be quite the challenge getting the girl pregnant at exactly the right time too. You wouldn't want to miss the day and I doubt they'd take kindly to the idea of a c-section just because you want a 29th Feb baby. Careful planning would be required...
