Imagine having a birthday every four years, but you get 4x as much each time. Well, if I had a kid on the 29th I'd be a scrooge and not celebrate until their 4th, 8th, 12th, 16th. Although they would get 4x what they would have got should they celebrate yearly. Hopwever, if doing that, there would have to be some incentive, so maybe 8x as much. Meh. This is not going to work.

It would be quite the challenge getting the girl pregnant at exactly the right time too. You wouldn't want to miss the day and I doubt they'd take kindly to the idea of a c-section just because you want a 29th Feb baby. Careful planning would be required...
 
An old friend of mine was born on the 29th Feb 1988, he celebrates on the 28th, I got him on blue peter because of it 8 years ago :)
 
One of my employees birthday is the 29th feb and he celebrates his on the 28th, it always seems daft to me, it would always be the day after the 28th feb, 1st march would be the obvious choice.
