so your saying that being rich entitles you to be above the law (almost), to not have to endure punishments as much as lower earners or even middle class earners have to endure for that fact ?, the luxury of being rich is that you can break the law with no real repercussions then.

In a way yes. Not above the law obviously, but able to endure it with less repercussions. Obviously fines aren't the only punitive measures taken, jail, point on license etc are all factors which have the same effect (almost) on everybody regardless of wealth.
It would be unfair to say all wealthy people got there by working hard and that all poor people do not work hard. But wealth can largly be generated by effort throughout one's life and therefore giving one the benefits which can be reaped from it. Here that is being able to endure a small fine with minimal annoyance.
