Mainly because the only terrorists threatening Britain are middle eastern and as such you saying its racist and also speaking for the entire population of Britain isn't really any point when you asked what is a terrorist when no one bit the bait saying You can't say Arabs, despite no one saying that.

I never said that just that the ones currently publicly threatening Britain are.
Few years ago they would have been Irish and Muslim, but now the Irish one have turned to politics, partly thanks to osama making terrorism so unpopular in America cutting off a lot of funding, and making it less effective on the people here and abroad in aid of their cause.

Almost every other goverment computer system is, back up and server wise anyway. All below estuary level.
Technically they could do that already. Everything is computerized so as far as I know there's nothing put in place to wipe your credit rating, bank accounts, national insurance number. You wouldn't be able to work, claim benefits and as a result of this you wouldn't be able to buy food. They could also create a criminal record for you and the police would think you were a major criminal, they could do anything! But I'm 99% certain that they don't.
So why would having this information collected and placed on a chip that you could have implanted into you change any of this? It doesn't.
Either way it's a mute point because we already know that the majority of the public will accept it, most will think it's cool and want one! The majority won't care about potentially being tracked etc because if they were why is everyone happy to carry trackable mobile phones on them everywhere they go, to use credit cards/store cards that will leave a record of everything you buy, to carry their ID on them everytime they leave the house encase they are required to show it when driving/buying alcohol...
It isn't racist. It's just a media driven association in the west. Every country seems to have a random group of people that are considered terrorists attacking them, at the moment it just happens that the majority consider themselves Muslim. I'm sure in 20 or so years we will have a new group trying to bomb us, and no one will remember who Osama was.
