Neighbour advice

I live in a modern housing development (detached and semi detached houses).

Neighbour 2 houses down is running (or at least storing, washing, maintaining vehicles) for his limo hire business on his drive and on the street. It is specifically against the title deeds to "run" a business from any houses on the development.

Can (and if so, who should) I report him to anyone for

1) Running a business from home which is prohibited in the title deeds of the houses (not sure if he is technically "running" the business from home, but stores vehicles here, washes them, services them etc on his drive/partly on street).
2) Running a business from home and not paying business rates etc (washes 2 limos every day etc)
3) Inconveniencing neighbours by parking limos on the street / causing noise by continually moving the cars around upto about 11pm .

Guy is an utter scumbag so I'd love to be able to do something from the above.

And no, not being petty, he's already bullied his next door neighbour (single girl about 25) into moving out by intimidating her.
 
He does sound like a complete gimp.

Id try and make sure he is actually running the buisness from home, otherwise you could cause lots of aggro you dont need if he found out you were trying to get him prosecuted for something he isnt doing, even if he is a ****.
 
There's a guy doing similar stuff down the road from my house. Right on a main junction (entrance to the estate) he's running a little business buying, tarting up and selling on cars. Must have 10 or so parked all over his drive, garden and all along the road. It really obscures visibility sometimes. Complete PITA
 
lol... I don't think he's a drug dealer, just a scumbag. Heard him outside the other night talking to his mate, every second word began with C or F :( (he's about 50 btw).

What I'd really like to know is can I email / phone the council regarding this, or will they not care? Not sure who to contact regarding the prohibition of running a business in the title deeds....

Why did you choose to live in a cheap build out of interest? Not cheap price, but quality. you know throw me up house jobs. Just a question unrelated to yours :).

There have been a couple of issues on out street with people parking vans/caravans on their drives

When someone ( not me ) reported them to the council action was taken quickly and things sorted

This is going back to rather uninteresting property law but you need to read the contract to find out who is allowed to enforce the clauses. You need both title and interest. Generally it is the people most directly affected (i.e. you) who have interest although in some cases the development company (in the case of new builds) write 3rd party interest to enforce into the contract.

Could go into more depth probably but that is a basic starting point, read the contract to see what the conditions are. If you are lucky and it is a new development where the company who built it has retained title and interest (often because they haven't sold all properties yet) then they would be a good bet to enforce it, otherwise it might fall to you/your neighbours.

Yes, you are allowed an escort size van but nothing bigger ( and only one ) one bloke had 3 Transits on his drive which his guys came to collect every morning, that was annoying

also caravans/mobile homes are not allowed

I think the rules are tight to nip things in the bud before folks take the proverbial like above

Thought so, my mate had to turn down what was a decent job at the time for BT because nobody on his estate was allowed to have a signwritten van of any description. I think these clauses can go a bit far sometimes.

In reference to your caravan post mate. I phoned my local council (stockon-on-tees) about caravan's in our road continuously parked on people's drives (and one crashed into my step dads car!) and they said because it's on private property they cannot do anything. Is that the case or what? Because I know for a fact they will be back again come summer!

On our street they are excluded under the covenents of the properties
 
It does state on our deeds that they are not allowed though. Would I have to get advice from CAB? thanks.
