I wish he had tried to fine me now.

As I did not commit an offence.

I'm studying at university again at night school and there is a traffic cop in my class.

He is the biggest tool you could ever meet.

Up his own arse. We were talking about the number of holidays we have a year in the canteen and he butted in saying " mind your own business...I'm not telling you what I earn."

I clearly pointed out that we were not discussing earnings.This guy delivers seminars to speeding offenders.

I can see why easyrider originally thought what he did about the situation, but the fact that everyone has cleared up the whole thing and he still won't back down confuses me.

So anyone can be fined for driving on private land.

BIG SIGN POST saying it.

Without a seatbelt on.

Going to drive home from work tonight and take a picture of the car park and the sign and I'm going to drive around that car park without my sealtbelt on to spite you all.:p
 
To be honest, I prefer it when the police take a proactive approach to encouraging safer driving.

I was punting up a 30mph road at abou 31mph but the key issue was that the speed certainly wasn't appropriate to circumstances as there were cars parked on both sides of the road, effectively giving a single line of traffic. A policewoman pulled in to let me go past and waved 'slow down' at me as I did.

That made me slow down quite nicely. Even though I wasn't breaking the law sufficiently to get bopped by a speed camera.

Easy: take the poh-leeseman's advice with good grace and don't be so indignant about it. From your description, you broke the law and were lucky to get off without a fine. If this somehow wasn't the case (i.e. there is some clause of which I am not aware) then you're begrudging the policeman for being proactive about the whole seatbelt thing?

Perhaps when "about to get mugged" you would prefer the police take a proactive approach? Slightly different, but hey.
 
An example of a road traffic offence in a car park: a guy who did a wheelie on his bike in a public car park is seen by Police, gets done with reckless driving, takes it to court and is convicted, subsequently lost his licence (topping up procedure).

I am astonished you are having a moan about NOT being prosecuted for failing to wear your seatbelt, take it on the chin and be thankful the cop gave you some slack.

Proactive: you could have went out onto the road and had an accident that may have killed you.

He did have grounds to give you an FPN, as you drove forwards on public grounds that connect to the queens highway.

The Road Traffic Act states that:
RTA said:
The Secretary of State may make regulations requiring, subject to such exceptions as may be prescribed, persons who are driving or riding in motor vehicles on a road to wear seat belts of such description as may be prescribed.

But, in Clark v. Kato, and Cutter v. Eagle Star it was ruled that a car park does not qualify as a road under the definition of the RTA.

So I believe the OP is probably correct, seat belts are not required by law whilst driving within a car park.
 
Yeah,

He didn't give me a ticket but...

Its so annoying. They wonder why they have a bad reputation.

Count yourself lucky. He could have done you for driving without due care and attention for putting your seatbelt on whilst driving.
