I think he stopped me because I was driving a BMW with a private plate.

If I had of been in Fiesta he would have left me alone.

regardless of whether the car park is covered by the road traffic act (which in this case, it seems to be), you PULLED OUT ONTO THE ROAD without wearing a seatbelt!
 
Reminds me of a Traffic cops ep, asian guy driving a BMW no tread on his tyres, got pulled cop tryes to speak to him but the guy isn't having any of it, gives the cop abuse so he now gets points and a big fine, some people just don't know when to shut up.

If the OP had the same attitude towards the cop as he does in this thread i would have done everything in my power to spoil your day.

I'll highlight a key word that you seem to misunderstand. This indicates that the PUBLIC use the carpark, and that therefore the carpark is open to the PUBLIC. Given that it is also DIRECTLY attached to the PUBLIC HIGHWAY, it is goverened by the highway code.

My brother used to work on the motorways and the mess people end up in after an accident with no seatbelt can be pretty traumatic to see.

I dont normally rise to stuff like this, but your attitude stinks on these forums. I used to think you acted like this to just get a reaction, however, it seems it may just be what you are like.

No he stopped you for driving on the road without a seatbelt on. You could have been driving a yugo and he would have still stopped you.

What are you on about?

You are aware that the police can use their own discretion on whether to fine you are simply talk to you. This happens a lot with regards speeding.

Given that you weren't given a fine how can this constitue them being 'stat whores'
 
my m8 got fined for this a while back despite the fact he was wearing a white t shirt and it was blatantly obvious he was wearing his seatbelt at the time, we even asked to play back the footage from the cctv cameras which were pointing right down the street and would have proved that he was wearing the seatbelt. Despite the protests he still had to cough up the £20 fine (as i said it was a while back ;) )

No, if you broke the law you could have been fined. The police have discretion, and it's up them to decide how to deal with you based on the offence and your attitude. As you hadn't been on the road for long, that's probably why you didn't get hit with a fine.

The police officers aren't so eager to meet performance targets that they'll treat every single one with the most severe penalty available.

Why do I get the feeling I'm wasting my time though.

You can copy someone, and miss out spaces, skilled.

If a car park connecting to a public highway is covered under the RTA, how come it is defined as a private car park and you cannot issue a Parking Charge Notice there, e.g. train station car park managed by a PPC.
