This is just similar to the raffles you see in Aiport terminals, Win a this Aston Martin etc. where you sign up to buying tickets for £50 a time.
Would would be the concil tax on a place like that and house insurance, even if you did win it 95% couldn't afford it and would have to sell it at a lost but still be quids in.
