Can i buy a car before having my license?

Well, considering you can only get a full license at 18 - add the three years experience to that and voila - that means they will be > 21.
 
Does the person with 3 or more years experiance need insurance on the car? Or just the person driving with provisional insurance?

Not sure if it's required by law, but probably a good idea.

Oh and if you don't bother with getting tax, mot and insurance be prepared to feel the wrath of everyone who does, as people who don't put our premiums up.

Pretty sure the terms of your provisional license state that you must be accompanied by a full license holder who is over 21 and has held their license for 3 years or more. If you didn't have someone in the car that meets the requirements I'm pretty sure this would be against the law, you could well lose your car. Also, to my knowledge you must also have L plates on the front and back of the car, clearly visable.
