How to put weight on?

Seriously though, eat more, go to the gym, sleep. Simple principles.

Also don't step on broken bottles in northern thailand and have stiches in your feet that make a large number of exercises very difficult to achieve.
 
Start off on deca, give it 8 weeks, then 2 months off, then deca and sus for another 6-8 weeks, then another two months off, throw in some dbol along the way.

Go to the gym for a bit if you can be arsed aswell.

Oh yeah forgot winstrol, take lots of that!

Job done;)

I hate being scrawny, I eat an above average amount of food (dunno if this helps) but my arms are thin and I am generally skinny. Any steps to take towards improving this?

Edit: Computer Science helps too.

Moral of the story, do thousand reps each arm, you'll see differences in 2-3 hours!

and to put some substance to my post, if you want to put "weight" on it depends on what kind, do you want to be a fat waster? Ok sit around doing **** all and eat pies all day and not those nancy finger food pies, i mean about 2lbs of pies. You dont eat a lot, you eat a lot of crap. If you want to gain weight without looking like a slob get your arse in the gym, eat properly 6 times a day, its not rocket surgery.

Get on a 5x5 strength and size routine at the gym (squat, deadlifts and benching for the win), eat 3000 calories a day and drink
