Who are you going to send the letter to? Obviously you can't send it to your bro as the ISP won't have any details about him. If it's your Mum or Dad then isn't that going to defeat the purpose of being sneaky?

The solution is to tell your Mum and Dad, they're his parents, they should be the ones dealing with this. Sounds like they need to have *the talk* with him.

If it really bothers you, tell your parents. But... what'll it do? I'll tell you, it'll upset your mum, embarrass you dad (who'll think you're weird) and alienate your brother.

Perhaps you could, overzealously, pretend hump a teddy bear in front of him whilst shouting, "THIS IS WHAT RAPE LOOKS LIKE."

Seriously though, don't go beating around the bush with blocking traffic/apps/etc; it will make him all the more determined or he will do it elsewhere.
 
Some good advice here, I definatley wouldn't write the letter as it may get your parents involved in the lies unneccessarily (ISP Would address a letter to them, everyone becomes involved, etc?)

I don't have a brother, but I rekon if you talk to him about what he's been doing and assure him it's all good and you are looking out for him; then move on to the serious side of things, he will get the message.

I'd say first thing is get him off the poor sites and limewire, hook him up with something a bit more respectful. Then you just need to mention about being careful with anything involving underage girls on msn (even though he knows them) and avoid the illegal sick side of the adult industry because it's for wrongun's.

Be an adult about it mate, you might recieve supprising results from your brother for treating him with a bit of maturity and respect!

A good local security policy and a home webfilter can sort out the technical aspects, but you really need to talk to him and explain why it's wrong and what the consequences are.
 
Cus he's not old enough to be access such content and it doesn't sound like some the content is your average porn if he's looking for rape....
 
IIRC, children can get done for underage images and that could follow him around for the ret of his life. K9 from bluecoat is a good free content filter if you want to try that...
