I pointed out to the agency that the contract doesn't say that I cant have a dish but it clearly suggests that it is something to negotiate over.

No it doesn't, it says that consent won't be unreasonably withheld. Disallowing a dish for cosmetic reasons is totally standard.
Not without the consent of the managing agent. The landlord has paid the managing agent to do this kind of work for them. If the managing agent says no, accept it.
