Nope, taken directly off the TV Licencing web site.
You own a computer, a computer is capable of receiving live TV and recording it, so you have to pay the licence like everyone else.
The only way you will get around it is to prove that your computer is not able to receive to TV, ie doesnt have the hardware, that may require a visit from the TV people.
As for the radio in my car and my Computers:
-The radio is powered only by its own power source (albeit a big one) and so is covered by my parents TV licence, as I still reside at my parent's house for a large portion of the year. This was explained by the lest threatening documentation I have from them, which was on my bed at the 1st halls I stayed in.

Portable TVs isn't BS (see my post above). Anyone who says you need a license for Radio is talking out their derriere. Anyone who says TV licensing have the right to enter your home is doing the same.Eh?
