Because he spent most of his time in London (as leader of the opposition would, you'd hope), he needed his second home to be in his constituency. He took out a mortgage to buy it, and only claimed the interest on it as an expense (which he was entitled to do). Around the same time, he also paid off a loan he took out to buy his London home.Wasn't be one of the people who took out a large mortgage at our expense then paid off a huge loan within months so obviously he had cash sitting but used the expenses system to save himself cash and cost us more. He's hardly clean..
