Guitar Hero dongle atm
i have a hori fighting stick and that gets number 1 all the time, if i put my g25 in then my ds3 becomes number 3. i paired my ds3 again after reseting it but still no joy.
It seems like what they've actually done is given the PS3 the ability to work out what devices are controllers and what devices are not.
If you have a GH/RB dongle then they aren't given a controller number. The same seems to apply for Buzz buzzers.
If you have something like a steering wheel (and I guess fight stick) plugged in then it will still default to controller 1.
Basically any device you have attached which can be used to control the XMB will default to 1 (and so on if you have more than one device) if it's plugged in when you turn the console on.

My guitar hero guitar keeps defaulting to 7 now which is pretty annoying as you have to change it back to 1 when you get in the game.
