I just went out for lunch at 13:00, payed a cheque into my bank, chatted to a mate I ran into, GOT lunch, ate it and got back to work spot 13:30.

Hmm.. I kind of understand that she's wanting to promote good time management, and maybe "award" some young kid of normal intelligence to make them happy... but I think this is a dumb idea

Never mind the recession. This is retarded at the best of times. As I said, my 3 year old can do some of the things they're giving 15 year olds certificates for, and she'll not be long in doing the rest.
