Bobby McHale, 15, was posted the award by his local council.
Accredited by an official exam board and entitled Using Public Transport, it recognised his ability to:

WALK to the bus stop STAND or SIT at a bus stop and wait for the arrival of a public bus

Sit on the bus and OBSERVE through windows WAIT until it stops and exit the bus..."

I just went out for lunch at 13:00, payed a cheque into my bank, chatted to a mate I ran into, GOT lunch, ate it and got back to work spot 13:30.

My 3 year old daughter can dress and undress herself, and wash her hands after using the toilet or whatever. Is she a prodigy?
 
Hmm.. I kind of understand that she's wanting to promote good time management, and maybe "award" some young kid of normal intelligence to make them happy... but I think this is a dumb idea :D
