Some Scummy chavs have drawn on my door...

Isopropyl alcohol (IPA) can often move permanent marker. Failing that try Hob-Brite, I kid you not. My bloody kids have taught me all manner of stain removal.
 
If you can bare to live with it on your door for a while I'd say leave it there as evidence, that is if you intend on speaking to the police/ your council. If you remove it you can pretty much guarantee they wont do anything.
 
If its old PVC the surface will have soaked the blue ink up and solvents might not work. You can try using Jiff as the fine particles will work into the surface and remove the ink. You can get a PVC cream cleaner but its basically the same thing as Jiff.

You will end up having to then clean the whole door as it'll make a clean spot :p.

get a white board marker.... write over the permanant marked then rub it off and it will also take off the permanant marker under it..

Theres no point recommending solvents, or household products that contain solvents. Solvents do dissolve permy marker but they wont shift them from porous surfaces.

PVC becomes porous over time, especially badly weathered PVC. The ink will have soaked into the porous layer of PVC. You need a cream cleaner that has small particles that work their way into the surface.

Not sure if T-cut would work as Ive never tried it, but i have tried Jiff and can confirm it works fine.

Also not sure about cillit bang or other kitchen cleaners. Are they fine abrasives? I'd be careful of trying too many different products as some can stain the plastic permanently.

This reminded me of Alan Partridge for a minute when you said write over it :) Cook, Pass, Barbtridge.

Good luck getting it off though OP, in my area there is a council team who do this.
