Can reformatting too much damage the HDD?

No, reformatting does nothing to a drive except read the whole thing doing chkdsk if you do a full one.

In the Windows 7 installation options, there is an option for a quick format, if reinstalling the OS, do you think you should use this or the full one?

If it's a new disk, it's a good idea to run a full format as it checks for bad sectors. If not, a quick format's fine.

Quick. If you want to do an error check then use a proper tool that checks the whole drive, and not just the partition.
