Parking Ticket Madness

Similar thing happened to me a couple of years ago.

Write to them, the addres to chalange the fine should be on the reverse of the paperwork.
Explain that you were in the process of purchasing a ticket & they should cancel the fine.

Make sure you send the original ticket stub along with the PCN to prove the times etc.
 
If this ever happens just wait for someone to leave and ask for their ticket (saying you only need a minute so don't want to buy one) then send that valid ticket off and say it fell on floor.

However the clue is in the name "Pay AND Display".
It is not their fault the ticket "fell on the floor" and if correctly displayed there really is no way the ticket can fall on the floor.

Hence this defence will not usually work.

But it always does ;) I would suggest not using it on the same car/same council more than once though.
 
Honestly the attitude of some people on this forum is amazing - do you really all react with the immediate instinct to fight, argue and scam or is that just internet bravado?

Seriously, being polite and patient first will get you so much further - you can create a structured argument later down the line if necessary. But seriously, the defense of "OMG your jobsworth parking warden gave me a ticket, I've got someone elses ticket to prove you wrong, you can't charge me anyway!" is going to go down so much worse than a quick explanation.

The person on the end of the phone isn't a parking warden, they're just going to be admin staff who are paid a fixed rate to do a good job, no targets or alerior motives - they'll be more than happy to help. If not, you can write a letter, argue it further etc. Even if some of the suggestions here would "work", they're just going to make you look like an immature **** and probably will take more effort than a quick phone call.

Whilst entirely agreeing with most of your observation about people's apparent attitude of "Hey, pass me that shotgun Hun", I suspect that the poor unfortunate at the other end of the 'phone line will be working for Carpita and whilst they may not be paid a bonus, they will almost certainly be on a target and desperate still to have their job next week :(

But yes, politeness and perhaps humour is more likely to result in success than naked aggression.

Not true in the case of the appeals department for the council that someone I know worked part-time for. Was a flat rate wage, with no 'targets'. I think there were some restrictions, in that they were only authorised to 'accept' so many appeals per week/month and only appeals that were made on particular grounds - otherwise they had to get a managers approval.

As far as I could tell from his experience, the people in the appeals department are usually quite good at siding with the public, especially if the warden hasn't followed the rules/guidelines that they are meant to when issuing the notice.

My personal experience, when I appealed a fine, (based on the fact that there were no signs attached to the posts at the time) was not so positive. I got told that I should just know you can't park anywhere in the 'centre' of town on a Saturday. I'm sure I could have won the appeal if I'd taken it as far as court, but I backed down an paid up in the end - despite having photographs showing all the posts, minus their signs.

Apparently is can depend who ends up dealing with your appeal. Sometimes you just end up dealing with someone who doesn't want to play ball.

In my experience, it's just someone working at the council.

I've had similar situations twice, one nearly identical to the OP. The second was when I moved to a new house with residents parking, I had applied for a permit before moving but it hadn't arrived - I had no choice but to use the road and got a ticket.

On both occasions a polite call to the council to explain was all that was required - no arguments, no increase in blood pressure - simples.
