I used to have this problem and on occasion I still do.
My regime is as follows -
1. Run water until
Hot not just warm. Submerge flannel and wring out once or twice to ensure its thoroughly toasty. My neck is the iffy spot especially around my adams apple. As such hold the hot flannel around your neck for a minute or so.
2. Get yourself some hair conditioner and put a dab on your hand and massage well into your face to soften y'whiskers.
3. Apply shaving soap with a good brush, taking time to work up a good lather especially around your problem area. Shaving foam, gel or soap, it doesnt seem to make any difference for me, but the brush is the key.
4. Using a sharp razor (I use a blade a week) start with only downward strokes. I tend to use my jaw line as a marker for rinsing the blade.
5. Once you've covered all areas, re-lather and go again with a combination of upward and sideways strokes to remove any remaining high spots. Only going with the grain is a great idea, but if you're anything like me your whiskers grow in all directions around your neck.
6. Once your happy, run the cold tap and throughly soak the flannel. Hold this over the areas you have shaved paying particular attention to your neck. This not only closes pores but does a damn good job of waking you up.
7. In terms of balms. I dont really have much time for these as I find they tend to leave a bit of a shine to my skin which I dont like. As such I use a good 'thin' moisturiser and work it in to my face and neck throughly.
