Surely if your going to cook it before eating, it doesn't matter about bacteria, as they will be killed when cooking anyway?

Or you could fry it on a lower heat so it heats through properly and doesn't burnTbh I occasionally cook diced meat and stuff from frozen, just fry it until it defrosts and then hope it cookes inside before it burns.
