So you're going to buy it again in the summer even though below you said the one thing that made you get rid of the game is too many killstreak advantages.
That won't be changing, save you're effort don't buy it again.
On the topic of single player for a second, jesus this game is tough...I was playing the level on the rooftop chase on the medium difficulty, and I just kept getting my ass handed to me everytime I would try and run from my cover to the next cover.
Couldn't believe how hard it was, had to lower the difficulty. How do I change it back now?
Is the idea on this level to just run and not bother firing back? I dread to think how hard it would be on veteran.

Wait... so you climb all the way to level 70 and "prestige" and that resets to level 1 again. Do you then have to get back to level 70 and then you can "prestige 2" and start at level 1 again? Rinse and repeat until prestige 10? (In effect level 700?)

Ground War has so many people your better off playing a bit slower.
I prefer the SCAR to TAR
Scavenger so you don't run out of ammo (lots of people to shoot at)
Ninja Pro is worth it for silent movements too.
Thing is though there is no 'one' setup. I use all of mine depending on the Map and on games of domo semtex can be crucial for defending points that you hear you are losing.
On Ground war domonation with 9 v9 on something like scrpayrard you can multiple kills with a well place semtex.
On bigger maps like wasteland you need something like a M16 or sniper.
I know you are only asking for suggestions for improvement but I wish people in general would stop asking/suggesting the so called 'best setup' to use, its all personal preference, try everything out and see what works best for you.

Didn't it take about 6 months for the map pack for COD4 to be released? I wouldn't be expecting anything soon if I were you.

It was referred to a couple of days ago at CES as being an expansion by Microsoft. On Twitter Robert Bowling also asked for suggestions for new Callsigns for DLC.
This poses questions on what else is being added with these Maps Packs.
I'm enjoying shooting down aircraft these days, but I noticed the emergency airdrop plane or the stealth bomber doesn't even register with my stinger missiles . . . and has anyone honestly ever hit a care package chopper yet? The best I can do is have my missile tail it as it zooms away into the distance every single time. But tbh I would love to shoot down a stealth bomber if it's possible - imagine the explosion!

Good news, I've developed a strategy* for most maps now and it is getting a little stale at times.
*strategy does not equal camping site... well, most of the time it doesn't
