That's how countrys do it. Pretty sure Pakistan was underground as well.
If you want to make yourself undeniably a nuclear power, then setting it of above ground is the best way.

That one's still being debated. It's highly likely, but still not 100% confirmed.
The United States, Russia, European Union and China all confirmed that NK had set off a nuclear weapon (albeit a small yield, but still one nonetheless), so I can't see why it's up for debate still? Furthermore, in the little talks they've had since then, the nuclear capability of North Korea has been assumed intact every time.
There is no 'no I don't think it's true'. All the major nations have accepted it. The 2009 test's yield analysis have varied from as little as the Hiroshima/Nagasaki bombs to as large as 20 kilotons. It was no Tsar Bomba but it was a definite, indisputable nuclear bomb.
Doesn't matter if armchair forumites say no it doesn't. The major states and their scientists and experts say it does. So...NK is a nuclear power, and is being given the recognition of such, whether its neighbours and few allies like it or not.

If they wanted to make a specitale and proof why not make it an above ground test and release videos of it saying "**** YEAH"
Whilst I would imagine much of Iran is a complete dump I doubt they would want to irradiate any of it.
Also a nuclear cloud blown into a neighbouring country would legitimise a war / invasion.
