He parked his car somewhere stupid and probably selfish, then got a notice stuck on it. He then aggresively tore it off and threw it on the floor. A PCSO saw this, asked him to pick it up, but Rypt knows best, and told her so. Then he got fined for it.
Then backpedalled his way to General Discussion.

A cardboard box I had placed in the bin the other week was found on the corner of our street, it was traced back to me. So had a gentleman from the council/environmental section.
Fair enough, it was my cardboard box, but just annoying when people use our bins and take our rubbish out and throw it on the floor.
Ah well lesson learnt I guess ... he'll be sending me a caution form 46 or something similar with a warning that a repeat offence and I shall be fined £1000.
Next time I'm waiting till the morning before taking the bins to the end of the street, hopefully stop other people on the street using our wheelie bin.
Are the appeal processes for such fines?
And besides, if someone had stuck something to my car then its that persons fault for doing so on somebodys property should that 'notice' then be righty taken off, no?
I'm just curious if there were other witnesses etc?
(I.e. your word against his etc? Im not sure how that would but Im just asking)

If any person throws down, drops or otherwise deposits in, into or from any place to which this section applies, and leaves, any thing whatsoever in such circumstances as to cause, or contribute to, or tend to lead to, the defacement by litter of any place to which this section applies
Does the fine money go to the bin men/street cleaners or??
Not sticking up for the OP, I abhor people who drop litter, but should a PCSO have issued a fine on private land?It is a "private" housing estate (more like a private road), but there are no yellow line son it. There is a notice that says "Private housing estate, do not park" ... but it has NO legal ramifications.
What is the legal definition of "littering"?

An address/google maps link would help to see if it really is private land.
