As this is rypt, its quite clear what happened.

He parked his car somewhere stupid and probably selfish, then got a notice stuck on it. He then aggresively tore it off and threw it on the floor. A PCSO saw this, asked him to pick it up, but Rypt knows best, and told her so. Then he got fined for it.

Then backpedalled his way to General Discussion.

I was cautioned for illegal tipping a long time ago when I was a student, the person who came from the Environmental Health cautioned me that if I did it again I would face £1000 fine.

A cardboard box I had placed in the bin the other week was found on the corner of our street, it was traced back to me. So had a gentleman from the council/environmental section.

Fair enough, it was my cardboard box, but just annoying when people use our bins and take our rubbish out and throw it on the floor.

Ah well lesson learnt I guess ... he'll be sending me a caution form 46 or something similar with a warning that a repeat offence and I shall be fined £1000.

Next time I'm waiting till the morning before taking the bins to the end of the street, hopefully stop other people on the street using our wheelie bin.

Although I do freely admit I should have recycled it! But the form never materialised, was probably binned :D

He had a non unformed "employee" for Thames Valley Police
(wasn't an officer as far as I can tell as he didn't have a warrant card, just a plain card that said he is an "employee of TVP) - which makes me think it was just another PCSO who figured he'd "act" as an officer to make me not get them to call some more out
(which I did, I got them to call some proper police out of who 3 turned up lol)
 
come on hes hardly some chav in mcdonalds car park! i see them dropping all their rubbish out of their crappy done up corsa's and theres a bin right next to them!
I would love to work there for a day and just chuck the rubbish back in their crap cars.

"Defacement" is pretty subjective, no?

It is a "private" housing estate (more like a private road), but there are no yellow line son it. There is a notice that says "Private housing estate, do not park" ... but it has NO legal ramifications.
Not sticking up for the OP, I abhor people who drop litter, but should a PCSO have issued a fine on private land?

An address/google maps link would help to see if it really is private land.
