FS, Nazis want some extra stealth tax from me :(

I hate people littering, it's not hard to put it in your pocket or hold onto it until you reach a bin. I make a point of picking up my friends litter, but not others (don't really want to touch most of the stuff people drop in my area!)
Glasgow must be commended for their supply of bins I must say, much better than any other city.

In my experience it is because the average distance before people are willing to drop the litter is so low.

How is it an assumption, what describes an urban road then?

Wrong part of the assumption, the definition of road isn't important your assumption you can park on any road is. Although saying that, there is a difference between a private and public road in terms of parking.

There is no difference between a council owned urban road and a privately owned urban road, as the parking relates to the class of the road (urban, highway, private [gated]) rather than to the ownership

Nothing to do with the lack of bins then?

On my way back to work from town I walk past a bin at point X, then there are no further public bins for a good 7 min walk on my way back to work. I still keep my food container until I get to a bin on work's site, and find myself £55 better off though ;)

Speaking of bins, I think I can walk for several miles IN THE CITY CENTRE here without actually seeing a bin (by walking though the university park and small side streets)

I'm pretty sure that's wrong, but parking is really a council issue rather than police. Feel free to quote your sources though.

Not as bad as the guy who lives opposite my parents, tears paper into 4 pieces and chucks it out his window, some compulsive obsessive disorder, should be locked up in a mental home.. thinking about it, he is probably a member here :p

oops busted

What a stupid thing to say.
I can avoid walking past x for ever (if I walk a route that I know doesn't have x on it).

Hundreds of bins in Glasgow, but still lots of littering.
*Grr people!*

If some one puts some crappy ad under my wiper blades and I lift the blade up without touching the paper and the wind blows it away can I be done for littering?

Maybe if the council actually emptied the bins and quit removing them completely there would be an opportunity to throw rubbish away in a suitable place.

It seems that with the advent of PCSO's and Town Ambassadors being able to fine you for dropping litter the amount of recepticles in which to put your rubbish has dramatically been reduced.

I wonder why that is?

Exactly what i was thinking the other day...i mean **** me if i can find a bin to throw my rubbish away...people here want a clean country well then start putting bins out so that people no longer have to dump their rubbish on the ground....because there isnt any bins around where i live...well there are but they are like miles apart...its all a bit stupid really...

I never have this issue when in Canada/America....and those countries are a lot more cleaner than this country.

Still missing the point. I'll point it out again as you seem to have missed it.

You appear to be confused, the RTA 1984 (which is the one that defines what qualifies as a road) does not give you a right to park on the roads, it sets out the circumstances where, from the state's point of view, you cannot park at the side of the road, and what the consequences will be.

Nothing in the RTA 1984 prevents owners of private roads from putting additional regulations in place and enforcing them through legal methods.

You have no 'right' to park on an unadopted road, especially when the owner of the road has specifically signed to the contrary.

If it was a private road how can the police do you for littering unless at the request of land owner same goes for parking fines on private property.
along the same lines they would make a fortune if they followed the bin men on their rounds with the crap they leave behind.

So if this guy does it again leave the sticker on it, show the police take it off put it in your car drive away than get rid of it in the bin, or don't park in silly place.

not like the sign didn't warn you

I'm not sure how that works either. If it's a private road then does the PCSO have the right to issue an FPN? If it's a public road then the local jobsworth is either causing criminal damage or is his actions are contray to The Interference of Goods Act 1977.

train platforms are massively annoying for this especially if you bought yourself a sandwich and drink bottle.

****ing IRA ruin everything :(

This is where Rypt is getting his legislation confused. His definition of a road applies in the circumstances you've described in your first example, but not in his, because his assumption that you are granted a right to park anywhere in the absence of specific restrictions is wrong...

They can restrain you for 30 minutes if you refuse to give them details afaik, but you do have the right to request for a proper officer to take your details afaik

That varies rypt.

Powers of detention are at the discretion of the chief constable and some have stated they they will not authorise PCSOs to detain people under any circumstances.
