I have ALWAYS wondered what is the actual meaning of parking signs like this:

The line across is supposed to show separate restrictions for different groups of people, for instance

The parking zone is active between monday and saturday
And each permit holder type may park for different amounts of time depending on the time of day

So what does the sign in my pic mean then?
Permit holders "H" may park whenever ... but what do the times at bottom mean?
 
Eh? Makes no sense to me either. I read that as you can park between 11 and 12... so one hour of the day! weird.
 
I think what it's trying to say is that "everyone else" can park Mon-Fri between 11am and noon, but it is in no way clear (and for all you know it really does mean you may only park there for 1 hour and you will get a ticket all other times)

No it's not, because the restriction is not in the same box as the permit holders, so the restriction does not apply to the permit holders

The whole point of having a permit is that there are no restrictions..

The restrictions apply to those without permits!
 
Why not just have it say "11-noon Permit holders only"

I think I've got it!!!!

I reckon this is to stop people without permits parking longer than 24 hours. i.e, you can't leave your car there permanently. Whaddya reckon?!
 
The fact that the times are in a separate box, which is not the correct way to sign that.
I see. So every council in London has incorrected signage, interesting..

Well you'd think so but you clearly haven't understood it.
Permit holders can park there whenever they want.

ONLY permit holders can park there between 7 and 8 am.
ONLY permit holders can park there between 8 am and 7 pm unless you stay for 20 minutes or less, and do not return within 40 minutes.
ONLY permit holders can park there between 7 and 9 pm.

It's really not very complicated. Have you been drinking?

Incorrect. Permit holders may park at any time. Non-permit holders may park between 8am to 7pm (Monday to Saturday) as long as they onlyh park there for 20 minutes and then do not return for 40 minutes.


YOU CANNOT PARK AT THE SPECIFIED TIMES UNLESS YOU HAVE A PERMIT.

That sign is, because it is correctly posted as per government advice ...
The sign via google maps however is not self explanatory

I'm with rypt, the correct example sign has 'permit holders allowed' in all of the time periods, sperated by black lines for the three periods they have identified.

The incorrect sign just has a time, in it's own box. It makes no sense. It doesn't follow convention.
 
You have it completely wrong. The sign first of all is telling you about the restrictions in place, not the parking zone. The boxes underneath are telling you about the restrictions at different times, not for different people.

Seriously though, I think most people don't understand these simple signs judging by bus lanes. They have basically the same type of restriction signs yet 99.9% of people still won't drive in the lane during unrestricted times.

However, the sign the OP had issues with doesnt follow convention. Don't tell me it does, and it is easy to understand. Because it doesn't! It's confused further because why would they specify a time period for anyone to park of only one hour! It's just weird.

It's not, are you a bit dim? It says anyone can park for 23 hours.
