However, the sign the OP had issues with doesnt follow convention.
What convention is this then?
It's confused further because why would they specify a time period for anyone to park of only one hour! It's just weird.
I think you'll find it's to prevent people parking there at the specified time.

Because the stupidity on display in this thread has filled me with consternation.

No! If it meant that, there shouldn't be a black line! That's all they need to do to fix it! Oh god! I'm gonna drive down there tomorrow with some tippex.

What in gods name are you talking about? That is how restriction signs have always been. Not hard is it, a title telling you the restriction, then a list of what times the restriction applies.
 
There's only one way to sort this out. Please will someone drive down there and park at random times of the day with a loaf of Hovis on the roof (for picture evidence naturally) and then appeal against the parking ticket. It's the only way to be sure :)
 
I thought those signs were pretty self-explanatory. But then again I'm a Londoner so I'm used to our "unconventional signage" anyway. :D
 
Well from the perspective of somone unfamiliar with london signage i read it as...

Parking here is ONLY allowed if you have a permit.

As for the 11am-noon thing.... god knows what that means... you cant park there between those times? or you can only park there between those times?

EDIT:

After asking the mrs we decided it means, permit holders can park at any time / non permit holders can park between the hours specified.

If it doesnt mean that then its clearly confusing signage, as its confused both of us who have been driving well over 15 years each!

If you do not have a permit then you cannot park there from 11am till 12 noon.

I think this is it, although a rather obtuse way of doing it. The 1 hour restriction is so the wardens can just blitz the area 11-12. You see these restictions around underground stations to stop people leaving their car there all day.
