Please forgive me if some of this is inaccurate it has been a while since I played but it should kinda explain it for you.
There is leveling up. But a different leveling up than most games. i.e you dont just need to grind quests/monsters to gain xp to progress your bar then you level up.
But rather, you pick a pre-created class or you pick 3 main stats to use and create class. Each stat governs 3 or 4 skills. The main stats get +10 to each and then each star that is governed by the stat gets +5. Then whenever you use a spell/skill attributed to one of your primary skills it increases the level of that skill faster than it would if it wasn't one of your primary skills, for example if you picked offensive magic skill then spamming a fireballs would increase that skill, likewise if you picked agility then each time you jumped it would increase that skill.
Anyway, once you have progressed enough skills the game will tell you that you are ready to level up, to do this you go to sleep. When you awake there is a level up screen where you can add points to your skills. If you have used your primary skills most to level up then each of these skills will have a +5 (?) next to each so when you click it it increases by 5 instead of 1. This is considered a form of powerleveling because you get the most out of the skills you first picked.
You still have every skill in the game on your char sheet and you can level up everything, but the primary skills will level faster than the rest.
Also the monsters in the world level up as you level up. So you can go ANYWHERE to start with and won't bump in to Mr.Minotaur level 174824 and get owned.
