If you wanted to write a fictional story how would you start it off?

Once upon a midnight dreary, while I pondered, weak and weary,
Over many a quaint and curious volume of forgotten lore,
While I nodded, nearly napping, suddenly there came a tapping,
As of some one gently rapping, rapping at my chamber door.
"'Tis some visitor," I muttered, "tapping at my chamber door —
Only this, and nothing more."

Poe. A genius.

And I stared in wonder at the night sky and the stars were so like quicksilver, scattered carelessly onto black velvet. I watched the waxing moon rise above its zenith in the heavens, while the tethered boats of Jupiter and Mars hung forever festooned in their orbital majesty.

As I looked up at all this I thought, I really must put a roof on this bog.

Okay heres the thing, do I write and try to explain the charachter of the fiction or do I write it in a way as if the Character is actually narrating the story.

Got a very intriguing plot but need help developing it.

Depends on what narrative and feel you want to use.

Just write and see what happens. If one way doesn't work you'll find out soon enough.

There is no reason why you cannot do both. Characters can be both described by a third party as well as self-narration.

Your best bet is simply to write a bunch of scenes and see how it pans out in your head. No-one here can really help you specifically. Writing is a lonely occupation and something that you need to explore yourself.

The early hours so silent that only the humming of the power lines outside could be heard, the ever changing digits upon the face of his alarm clock dousing the room with a feint green glow. It would be less than a quarter of an hour before the invasive sound of the buzzer awoke his slumbering self, today was different though. Today a different sound would mark the start of the morning, equally invasive but endlessly more destructive.
