That is the way the Olympic Games are organised and they would be very difficult to put on without volunteers.
Do people mocking volunteers honestly think that Olympics and Winter Olympics held in other countries are any different. THEY ALL rely on volunteers, they can't be paying every single person involved, that would be ridiculous.
One other aspect, which isn't so prevalent in the UK is that many employers overseas expect to you to have done some volunteering work. I know that was the case when I made CVs when working in Canada, as employers wanted to see that you had done some.
Although it's not so important here, it's never a bad thing to have on your resume.
At the end of the day, you don't get paid, but will get some perks for doing so and being part of Olympic history.

The vast majority want the games. It’s the pinnacle in the sporting life for tens of thousands of people around and globe and a wonderful showcase for our country. Bring to on.

I would say the vasy majority are utterly indifferent, there may be more interest in London but most folks really don't care about it
So can you apply, find out if you get an interesting job, and then pull out if it's just some crap like handing out tickets?
I wouldn't mind applying on the off-chance you get a job that involves working with the athletes.

Indeed as do many other sporting events. The London Marathon is staffed by thousands of volunteers.

Due to the company I work for doing work for the Olympics we do get the option to volunteer for any Summer or Winter Olympics, (I have several friends who have done it in the past). I won't apply though as they expect you to take leave for it ...
I don't want to pay but if the event can't cover it's costs and break even then it shouldn't happen
Perhaps you are too close minded to see that some people in the world are happy to be involved in working for something that doesn't involve them getting paid in money.
Not too mention, you will get perks through doing this such as getting the t-shirt, free food and most likely they will have some events and parties for volunteers to, these things usually do.
