Then other week I sold a CPU, Ram kit, HDD and a GFX card on eBay, they first three were no problem and ive received good feedback however the GFX card buyer has sent the following email to me

The package was totally ruined. The card can't work, the fan is broken. I want to be refund right now. I have paid 98,83 ? for this. Give me the money back within the next days and I will not open any litigation on eBay and I won't even give you a negative comment.

Excuse his English (and mine) he's French, Im suspicious of this for a number of reasons, He wants me to send money without any pictures or anything and I cant exactly claim the insurance of Royal Mail because "Mr Frenchie says it don't work". Also the card was sent in the original packing I received it in and it had no problem getting to me via Royal Mail.

In addition the card is a GTX260 and you know what the fan on those looks like, they are centrifugal so damaging it seems unlikely as the card was wrapped in antistatic and inside its box but even so why would he try and power on a card with a broken fan?

Does this sound like a scam to anyone else? Ive sold hundreds of items on eBay and sent them via Royal Mail and only ever had one complaint before.

Let him follow ebay procedure and return the item.

Then you can claim from royal mail, or he will make some excuses.

you need a pic of the packing etc, you have to refund him and claim from the courrier.

sounds like a bottom hole to me he is blaiming you for the package getting trashed in the post, probably a scam you need pics of the package though I htink to claim.

The guy seems to know his stuff and was quick to basically label you with a warning/threat, i call scam.

Scam

Dear Buyer,
I am sorry the item is broken. Please return the item for a full refund.
Please note I will check the serial and secret markings to make sure that the item was mine.

If he does not send it back by trackable means, he cant prove you have received it and paypoo will not refund him.

How did you send it? What courier/postage? What level of cover did you pay for?

He's French, but is he in the UK or France? It'll get more complex if he's in France.

I sent it via Royal Mail and used a signed for service, I had it insured for the appropriate value, he lives in Paris

OK, sounds better than it might.

Get him to send it back, or at the very least provide detailed pics showing the damage and verifying in some way that it is the same card e.g. serial number or similar.

No return, no refund. You wouldn't expect a retailer to give you a refund without returning the item, so why should he expect different of you. And I find it a bit hard to believe that the item was damaged to that extent. Besides, if you're covered by the shipping method you used, you should follow the correct procedure otherwise your claim will be null and void.

Now that I think about it a bit more, you'll have to get him to send it back so that you can claim from the RM. I doubt they're in a hurry to send a loss adjuster to gay Paris.

Royal Mail cannot insure items overseas only for when they are in transit internally.

Pretty sure that's not true. I think the higher end services like RMSD are covered internationally, but they only track within the country.

Actually, Googling turns up a specific International Signed For service. The OP did say he used a signed for service, so it could be he used this, in which case he would be covered.

from RM website

# What compensation can I claim for missing or damaged items?

In the unlikely event of your mail being lost en route, International Signed For provides compensation cover for up to £30. Additional compensation is available up to £250 or £500 depending on the destination. We may refund the International Signed For fee at our discretion for a delay in delivery.

If you are sending coins, banknotes or currency, securities or instruments payable to bearer (for example, uncrossed cheques, banker's drafts, and traveller's cheques), platinum, gold or silver (whether manufactured or not) and other precious stones, jewels and other valuable articles you must use International Signed For or Airsure together with our Letter or Small Packet Airmail service. Before sending, please check at your local Post Office™ or contact the Royal Mail Sales Centre on 08457 950 950 to make sure the destination country will accept such items.

£40 was internal UK post, my bad

I agree with the above, he needs to send pictures, and you need to check the serial numbers.
I have had a case with RM lossing a parcel I sold on OC Sellers forum. I could only claim upto their ceiling value of £39.00 + Postage, regardless of the items value.
Hence why they try and flog you the insurance !
