What do I look for when buying parts for a computer generally used for cad applications?

From the tiny amount of experience in this field, depending on the application you generally need a fairly reasonable spec. on both the CPU and GPU. Can you give some more details on what it'll be running?
 
Best graphics is whatever is the best performing gaming card is that you can afford in your budget. Don't be fooled into looking at the Nvidia Quadro, or ATI Fire GL cards as unless you're buying top of the range (and spending over a thousand just for the graphics card) you'll actually end up with worse performance for your money.

For example, where I did my placement used NX4. They even had brand new quad core rigs, but as CAD is written so badly it runs a bit slow with complex parts. Also NX4 is old and only runs on a single core.

If you run CAD then a laptop is fine if the work is just for Uni purposes. If you intend to run complex assemblies then you need a decent rig with a decent graphics card.

it would be complex models, animations and renders
 
It sounds to me then like you'll be needing a decent basically gaming machine. Looking to get a dual or maybe a quad core with at least a Radeon 5770 or a Nvid 460. 4 gig of RAM won't hurt either.
 
I see that you are pointing on modelling scene, not something like autocad. You'll need multicore cpu with lots of cache, and if you do complex models lots of RAM for polys. Graphic card is not important; it serves only to show decent wireframe in cad programs (wireframe is best shown by professional cards). I'm using gtx260 and it's more than decent. You actually need just fast cpu because render time is important in modelling industry.
