The wheels are going to stay like that over the winter as it doesnt make sny sense putting some nice alloys on it and ruining them in the coming months.
First plans i have are to change the headlight projectors as the lights rubbish as standard. So a HID conversion is top of the list.

You need to either A) find a replacement glass or B) polish the existing one using a drill polishing attachment and some meguiars plast-x as the headlights will be perspex rather than glass.

The reason the headlamps are rubbish is because Golf headlamps (and the loom that feeds them) are rubbish.i'd advise highly against this
the reason the headlights are pap will be most likely because its on the original headlight glass. This will have clouded and got scratched over time, meaning it diffuses and blocks the light comming from the bulbs
fitting a retrofit HID kit into those clusters is going to make it even worse !

they are projectors so HIDs wont be too bad
this will be retrofit then surely as 20 year old golfs dont have projector headlights, heck even new ones dont. Its HIDs or reflectors.
