The further towards the inner part of the platter the drive has to read from the data rate slows due to the constant spin speed. Or summat like that.
Doesn't seem like there is much wrong with your drive as it is slightly better than my drive is performing. Down to the different drive controllers I would say.
The write speed you get will depend on the size of the files being written. 10Gb of large (100MB+) file will write at close to the maximum speed of the drive whereas 10Gb of small files will be written more slowly because each file write requires the drive heads to move to update the file tables and journals.
