It's been hollidays and postage backlog. Yesterday was the first day back for many, give it more time.
As said visa debit has same protection as credit, well actually better credit requires purchase to be over £100, debit doesn't.

Interesting! As a police officer you would actually report this? What will the Police do? In my experience they don't entertain online fraud, I'm guessing because it is so widespread. Or maybe they just help members of the public and not businesses?
 
Go into paypal. Open dispute.

But make sure you've tried to contact the seller first etc. As this will turn him against you (possibly freeze his paypal account)
