The kind of guy who throws a snowball at police (take THAT authority) is probably guilty of other stuff, or at the very least for being a tool.

Maybe the police didn't want to have snowballs thrown at them. I don't understand the mindset that because it has snowed it's ok to throw frozen water at anyone and everyone.
This is pretty local to me so it came up when it actually happened months ago, and even then the Telegraph reported without many of the facts that made it seem (like this does) at face value a pointless waste. Unless you actually delve deeper it's only ever going to be cue shock/outrage/waste of tax.
His 'official' original story was that he threw a snowball at a shop (he was banned from because he was caught stealing) and it accidently hit the PSCO.
At first he'd said his five year old son had thrown it, and then threatened the other officer with a "I'll be seeing you" remark.
Lightweight crime sure, but 'innocent'? Not by a long throw.
