Biggest dump in London I've had the misfortune to see was Tottenham - right near the football stadium. You think it's bad at night, poor street lighting, shadowy figures lurking in boarded up shop doorways, then you see it in the day time and wish it was still dark.

Joking aside though, Canary Wharf is stunning. Genuinely breathtaking.
Everyone keeps saying this but in Nottingham City where I am it's impossible to escape chavs/hoodys, big issue sellers, immigrants ect no matter where you go.
