No that's true mate, I used to rent concession stands in local shopping malls too and they were really strict about it, like for example, if there was a scarf shop already you couldn't sell scarves and so on, strangely enough, the same rules don't apply to the big shops...

I think it's just a way of keeping the little man down, England loves doing that.
