Hi guys. Before I build my current rig I had a Packard Bell IXtreme that was bought from PC W#!&d. I had upgraded the GPU to a 5770 and fitted a Corsair VX550w psu (I used this in my new rig until this week). The PSU supplied even fell short of the recommended wattage for the PC itself 
Earlier this week my nice new HX850 arrived so I removed the VX550 and put it back in it's box for storage as a backup. In the box I found the old psu that came with the Packard Bell. Out of curiosity I opened it up. This is it:




Anyone have any ideas as to what the hell the chewing gum like stuff is, and why it's plastered all over the components?
Now I know oem parts for companies like PB are really cheap. but I wasn't expecting this.
