Since when was justice about value for money? £1 million or £1 it's still theft, not to mention what else they could have been getting up to that night. The story says they didn't even report it to the police.
The whole purpose of these exercises is not to react to anything unless its part of the brief.
Say this was a real exercise and they were monitoring some terrorists. What do you think is going to happen if the police turn up with sirens and lights? The terrorists would immediately pack up and abandon plans for quite some time - intelligence would be lost and a potential cell alerted - for the sake of a couple of quids worth of tools? Even if the cost ran into the tens of thousands it is still not worth blowing cover for.
Common sense should tell you as much.
