'Next Tuesday'

The 19th would be next Tuesday, as, funnily enough it is the next Tuesday. Simples.

It's not quite that simple, though, is it. Tomorrow is the next Thursday, however nobody would refer to tomorrow as 'next Thursday' - tomorrow is 'this Thursday'. It's exactly as shaank put it (and myself before but in a more waffly illegible way :)) - 'this' = in this week, 'next' = in next week.
 
For me it's about the week we're in.

On a Monday, "this ***" would imply the remaining days of the current week [Tue, Wed, Thur, Fri]. "Next ***" would imply days of the following week. So, to me, "next Tuesday" would imply the 19th. It's inherently ambiguous though...
 
I would use This/Next for the forthcoming Tuesday the 19th. Or as i like to call it 'My birthday' :).

For the 26th i would say 'The Tuesday after next' as 'Next tuesday' or 'a week tuesday' can get confusing.
