The second explosion could also be something damaged by the first explosion going up. If that was a high explosive blast there would be more concussive force and the cameraman probably would have jumped.

Surely it would have made a lot more sense to carry this out on a day that wasn't a public holiday though?

Looks like a petrol or gas canister explosion more than a bomb blast. Could be a petrol tank from a car on fire behind the building.

Guy who captured this is apparently a SFX expert if you look at his other videos.

Looks like a picture that is shaking with the effect added on. The people in the picture dont to be phased at all by the bomb going off.

On close inspection it isn't they aren't bothered, I don't think they are moving.

Indeed. If it was a far right attack, why? Why target children? The propaganda war is just as important as the physical war. Any propaganda one might hope to achieve from the attack will be negated by attacking children. It'll just push people further to the left while allowing the left to enforce draconian laws favoured by the right.
