He is basically blaming the schools, police and government that are oppressing the black youth which results in them lashing out in this manner.... Total pish IMHO.

Every race at some point over the past 5000 years has made a major contribution to science, technology except ONE. These community leaders need start asking ask themselves why and they'll figure out why they're always poor and live in slums.

The "blame" lies entirely with the individuals entering into the gang culture but also the community for allowing the gang culture to breed so much over a long period by allowing a ghetto type culture to proliferate within said communities.

That's just some of my thoughts on it... There are other reasons but, IMHO, thats the crux of it.
